Yup. I'm cis, and that's the only way I've seen "cis" used.
Along with everything you've said, Boyd's "Harry Potter" analogy fails because non-magical people born in magical families have their *own* special name. They're not Muggles, but they're not witches or wizards, either--they're called Squibs.
Helen's post reminded me of non-disabled parents of kids with disabilities calling themselves "autistic parents" or "ADD parents," etc.
